First data hub of the Italian welfare

Project

Welfare-as-a-Service is the first Italian welfare data hub that provides over 180 APIs on the National Digital Data Platform and more than 219 analysis dashboards for 65 services with the aim of integrating the information systems of the Public Administration to enable better decision-making and make services simpler and more efficient.

For the Welfare as a Service (WaaS) project and the application progress monitoring platform in the Digital PA category, INPS was awarded the 2024 PA a colori prize,

The project, carried out in collaboration with Almaviva, also distinguished itself at the national level by winning the prestigious 2023 ComoLake Award.​

Opportunity

The Welfare as a Service digital platform transforms public welfare into an integrated and simplified ecosystem, offering more accessible and coordinated services for citizens and institutions. ​ ​

The adoption of the new model was designed to address historical critical issues in the Italian system:​

  • limited integration between the various welfare players​
  • repetition of requests to users​
  • fragmentation of data and services​
  • qualitative inconsistency and digital divide.

Solution

Almaviva designed and developed the Welfare-as-a-Service platform, the first Italian welfare data hub capable of offering personalized, timely, and data-driven services in a single, innovative and advanced service hub for all citizens.

The solution consists of an integrated system for collecting, analyzing, and sharing social data, with interinstitutional governance for a unified and more efficient vision: a centralized and scalable data platform with over 180 e-services on the National Digital Data Platform and 219 advanced and predictive analytics dashboards.

Creation of a data hub
