Project

The Citizen Social and Employment File (FSL) addresses one of the structural problems of the Italian welfare system: administrative fragmentation, since it aggregates individual and family data of each member into a single profile.

Implemented by the Ministry of Labour & Social Policies and the Department for Digital Transformation it represents the new interoperability engine of the Ministry: less bureaucracy for those who are already in a difficult condition.

Via means of a truly interoperable and citizen-oriented model, the Citizen Social & Employment File was selected in the Digital PA category of the PA 2024 Forum: this result was made possible by the synergy between the MLPS and the Department for Digital Transformation, confirming the innovative value and impact of the project.

Opportunity

In order to build a complete social and employment profile of citizens, it addresses several critical issues, including: ​

  • uneven access to services​
  • fragmentation of information​
  • difficulties in providing holistic and integrated care​
  • reduced mismatch between social and labor supply and demand.​​

Solution

Implemented with the Ministry of Labour & Social Policies and the Department of Digital Transformation, the Citizen Social Employment File was designed and implemented by Almaviva on a interoperable, modular, and scalable digital architecture. ​

The solution allows the integration of data and services from multiple public bodies and facilitates personalized access to services for all citizens_ a digital ecosystem that connecting existing systems, such as SIISL and GePI, and new technologies, with the aim of creating an integrated and dynamic citizen profile in order to plan and implement more inclusive, effective, and sustainable welfare policies.
