What role do high-tech solutions, especially artificial intelligence and blockchain, play as fundamental assets driving the digital transformation of public administration? Emerging and game-changing technologies are the foundation on which to build the PA of the future, where efficiency, transparency, and participation come together to create a new ecosystem. “Blockchain guarantees privacy, prevents fraud, and offers new opportunities for digital identity and public processes.”
Alessandro Mantelli, CTO of Almaviva, shares insights on digital PA in an interview conducted by Chiara Corridori for Data Manager Online.
“With its capacity for learning, data analysis, and automation, AI can help make the system more efficient, for example by developing quality, sustainable-by-design software and by providing decision support. Regardless, it’s necessary to consider technical aspects such as the ethical and social implications, as well as new regulations like the Data Act and the AI Act."
Once digitalization of the PA is complete, what are the benefits for companies and residents? “In addition to the benefits of speed, cost-effectiveness, and simplicity, guaranteed by paper-free procedures and the possibility of accessing services via smartphones from anywhere and at any time, without having to visit an office, there are the benefits of process automation, transparency, and traceability, which reduce wait times and bureaucracy while improving the user-experience, making it more personalized, highly accessible, and inclusive, with tailored services that can also be used by people with disabilities or limited mobility."
Mantelli emphasizes the importance not only of building robust, scalable, and cloud-ready infrastructures, but of integrating national and European services as well. “The priorities are security and reliability, achieved through exceptional cybersecurity and a particular focus on data management, exchange, and protection. Services, that provide a simplified, accessible, and multi-channel user-experience, will be measured on the basis of inclusion, sustainability, and privacy, especially in strategic sectors like healthcare, tourism, environment, welfare, and smart cities.” Mantelli also emphasizes the direct relationship between skills and competitiveness. “In addition to expertise in key areas such as integration and architectures, IoT, mobility and digital channels, blockchain, AI, and quantum computing, we’re also building new capabilities, for example in the fields of digital compliance and regtech, to ensure digital conformity and technological solutions that are compliant-by-design.” When it comes to processes, automation and optimization are fundamental to simplifying operations, accelerating timelines, and improving decision-making efficiency. “The true challenge lies in the ability to orchestrate and integrate the technologies of this new digital universe, guaranteeing reliability and compliance,” he concludes.
