“MaaS for Italy: results of the pilot program and the way forward”: Almaviva’s role in the national ecosystem

24-06-2026

The Aula Magna at Roma Tre University hosted the closing conference of the national “Mobility as a Service for Italy (MaaS4Italy)” project, a strategic initiative established under the National Recovery and Resilience Plan (NRRP) that aims to innovate the urban and regional mobility system.

The conference, organized in collaboration with the Ministry of Infrastructure and Transport, the Department for Digital Transformation of the Presidency of the Council of Ministers, and Roma Servizi per la Mobilità, focused on presenting the results of pilot projects and exploring the future prospects for integrated mobility at both the national and European levels.

The MaaS for Italy project represents a strategic driver for the digital and sustainable transformation of mobility, enabling an integrated ecosystem based on interoperability, technological innovation, and a user-centric approach. The initiative introduces a new paradigm based on the integration of public and private transportation services within a single digital ecosystem, allowing users to plan, book, and pay for multimodal trips via a single platform.

The program was developed around three main areas of action: pilot projects in local communities, the creation of a national mobility data platform (DSRM), and the development of digital services for public transportation. It involved 13 cities and regions, making it one of Europe’s leading pilot projects in the field of digital mobility. Rome was among the first three cities to launch the pilot program, with Roma Servizi per la Mobilità serving as the MaaS Integrator, responsible for the technological infrastructure and service integration.

Almaviva played an active role as a technology partner within the national MaaS for Italy ecosystem, supporting various implementing authorities, including Rome and Naples, as well as the regions of Veneto, Abruzzo, and Campania.

"Using Moova as a technology accelerator, Almaviva supported the design and development of solutions for data centralization and standardization, the certification of trips in Rome and Naples, the development of regional access platforms (RAP) for the regions of Campania, Abruzzo, and Veneto, and the creation of tools for analyzing the results of experiments conducted in living labs. MaaS technologies have reached their maturity; future efforts will certainly need to focus not only on their evolution through AI, but primarily on their market adoption and on the definition of sustainable business models, placing people and cities’ sustainability goals at the center." These were the words of was Agata Quattrone, Innovation Manager of Almaviva’s Transportation & Logistics Division, during a discussion about technologies that support the future of MaaS.

Almaviva has developed platforms for data integration and standardization, as well as applications dedicated to travel planning and booking. These are complemented by advanced analytical tools designed to effectively support decision-making processes and mobility planning at the regional level.
