ACTALIS and the Centro Servizi Territoriali Asmenet Calabria facility set to distribute 20,000 certified mailboxes free of charge for a year to 208 local authorities in the region.
A new project for improving communications between local government and the public.
- The 208 local authorities, all located in Calabria, acting in partnership with the Centro Servizi Territoriali Asmenet Calabria, will allocate a certified mailbox (CM) free of charge, for a year, to members of the public, businesses and professionals.
- CMs are a useful tool for safe and secure communication and provide a legally valid automated acknowledgement of receipt system that cannot be contested by third parties, an “electronic registered mail” facility, which, since 2006, has the same legal validity as registered mail on paper.
- CMs will enable members of the public and businesses to communicate in real time between each other and with government and to significantly cut down on registered post costs and delivery times and to streamline document filing operations.

Promoter and Partner
Promoted by ASMEZ, the inter-regional consortium for the technological and management innovation of its partner organizations, the Centro Servizi Territoriali Asmenet Calabria is entirely owned by the 208 partner local governments and is funded by the regional government of Calabria, in agreement with Cnipa (the Italian e-government agency).
The project partner is ACTALIS, an AlmavivA group company, registered with CNIPA (the Italian e-government agency), as a Digital Signature certification body and Certified E-mail Operator. The company, operating in partnership with the SIA-SSB Group, is also specialized in ICT security consulting and training. ACTALIS will be providing the 20.000 certified mailboxes.
The project will also be carried out in partnership with CONFINDUSTRIA CALABRIA, the regional branch of the Italian employers’ federation, which has recently entered into a memorandum of understanding with the Consorzio Asmez to promote the modernization and streamlining of bureaucracy at local government level.
