“Worker Employability Guarantee - GOL” Program

The national programme “Worker Employability Guarantee” (2021-2025) is the cornerstone of the active labour market policy reform action envisaged within the National Recovery and Resilience Plan, Mission 5 “Inclusion and Cohesion”, Component 1 “Active labour market policies and employment support”, Reform 1.1 “Active labour market policies and training”, funded by the European Union – Next Generation EU.

Through GOL Program, Regione Campania intends to implement active policies integrated with training and job placement to improve workers' employability, raise their level of protection through training, and facilitate their employment transitions.

Resources allocated to Regione for 2022 amount to approximately €120 million to reach the first 81,420 beneficiaries, who will be included, through a single intake system managed by the Employment Centers, in personalized skills retraining and job placement programs.

Access to the program for beneficiaries is enabled by a call and/or invitation to join by operators of Regione Campania Employment Centers.

Whom is it aimed at?

The Gol - Guarantee of Employability of Workers - Program is aimed at:

beneficiaries of social safety nets during the employment relationship

the specific categories of workers will be identified within the next reform of social safety nets; under current legislation, these are workers for whom a reduction of more than 50% of working hours is foreseen, calculated over a 12-month period

beneficiaries of social safety nets in the absence of an employment relationship

unemployed people receiving NASPI or DIS-COLL

income support recipients

fragile or vulnerable workers

young NEETs (under 30), disadvantaged women, people with disabilities, mature workers (55 and over)

unemployed without income support

(unemployed for at least 6 months, other workers with fewer employment opportunities (young people and women, even those not in fragile conditions), self-employed workers who are ceasing their activity or with very low incomes

workers with very low incomes (so-called working poor)

whose income from employment or self-employment is below the income threshold according to the tax regulations
