USE CASE

Greater integration between regional health services, better quality and access to healthcare structures at a national level, in accordance with the objectives of the PNRR (Plan of National Recovery & Resilience) in the field of Digital Health

BACKGROUND

Agenas, namely "Agenzia Nazionale per i Servizi Sanitari Regionali" (National Agency for Regional Healtchare Services), is an Italian public body aiming to support the National Healthcare System and Regional Authorities in the planning, management, and evaluation of healthcare services.

The Agency is in charge of several tasks, among which healthcare data collection and analysis, technical support and training for local authorities, as well as the promotion of best practices and innovation in healthcare services.

PROJECT

The temporary consortium made by Almaviva and Engineering (main contractor) has been awarded AGENAS concession, for the design, implementation, and management of PNT - Platform of National Telemedicine as far as:

centralized governance & monitoring

of telemedicine processes delivered at a local level (regionwide)

boosting the implementation

of telemedicine paths at a national level

optimization and enhancement

of de-hospitalization and quality of local healthcare treatments

improving clinical quality and access

to services at a national level

identifying all requirements

of cybersecurity and data privacy regulations in compliance to
the industry-specific GDPR regulations

providing with a Cloud platform

compliant to Digital Sovereignty principles

encryption of all data

both in transit and stored in the Cloud environment

SOLUTION

The provided architecture, implemented by using AWS services, is a container-based multi-tier model. The architecture layers include the presentation layer, the logics layer, and the data layer.

The presentation layer is the component through which users directly interact. The logics layer contains the code necessary to translate user actions made at the presentation layer into functionalities determining the application behaviour.

The data layer is made of storage supports (database, object store, cache, file system, etc.) in charge of the storage of data related to the application.

The use of AWS services has enabled the implementation of a SaaS-based solution, ensuring availability, performance, and security levels compliant to the industy best practices.

Almaviva Group has designed the Cloud AWS solution according to the Well-Architected Framework, ensuring a safe, reliable, and efficient solution in terms of performances.

Monitoring and compliance pre-checks are executed by using services such as: Amazon Macie, Amazon GuardDuty, AWS Firewall Manager, AWS Security Hub, and Amazon Inspector.

The solution, designed and implemented in accordance with the principle of Digital Sovereignty, can mitigate risks and negative impacts related to data security, such as: the potential violation of privacy and citizen's fundamental rights, the failure to national law application on data protection, as well as a delay in the adoption and development of new technologies.
