The Confindustria member companies providing innovatory and technological services are calling for the conclusion of a Pact for Innovation between the public and private sectors, with the allocation of specific resources and rules.

Speaking at the Forum PA event, Mr. Tripi, Confindustria’s representative for e-Government, said:
 
“The Confindustria member companies providing innovatory and technological services are calling for the conclusion of a Pact for Innovation between the public and private sectors, with the allocation of specific resources and rules. Government cannot be overhauled without the effective financing of the 2012 e-Government Plan, for which 1.3 bn euros had been earmarked.
Businesses are suffering from the chronic delays in payment by government departments and agencies and now boast outstanding credits in excess of 60 bn euros, 4 bn for innovatory services alone. Likewise it is high time to stop tendering for public-sector contracts based on the lowest price award criteria, with perverse effects on the quality of the services.
 
A Pact for Innovation should be able to rebalance the situation and provide for the reduction of the 20,000 contracting authorities and 8,000 in-house companies that currently prevent the implementation of a model based on the reorganization of Government along business lines”.
 
Lastly, Mr. Tripi called for the establishment, by the independent Authority for Public Contracts, of a register of committee members, for entering the technical and professional qualifications of all Committee members.
