The “Protagonisti dell’innovazione” Award Innovation is not just about models and instruments. There are people too. The innovators. They are the key catalysts of change because they bring fresh ideas capable of sparking interest, motivating and spreading “contagious” concepts.
Following last year’s success, the Premio Protagonisti dell’Innovazione Award will once again be presented at the Forum PA.
 
AlmavivA has decided to support the Forum PA in this project – the first enterprise to do so – and to link its name to the development of human capital, by encouraging and fostering the design skills emerging today or which are well-rooted in the economic, cultural and political systems. Government needs vision, ideas and goals in order to change. But to make change effective it also needs design skills, determination, creativity and leadership by civil servants. It needs promoters of change.
 
The goals of the Premio Protagonisti dell’Innovazione Award are:
  • to acknowledge and enhance the visibility of the innovators who work day in day out, with courage and determination, for change
  • to become the cornerstone of a gradually increasing community of innovators
  • to network innovators, enabling them to pool their experiences, culture, results, methods and tools
  • to create a melting pot of ideas and influences.
How the Award works
 
The Forum PA Protagonisti dell’Innovazione Award is based on a social nomination system: Forum PA asks the members of its community (80,000 people) to nominate a person they consider to be an “innovator”, specifying the reasons for the nomination, the nominee’s key experiences, and so on. The award committee then supplements the information thus received (subject to consent being given by the nominee) creating a short profile that is then posted online.
 
The list of nominees is then presented to the Forum PA community for public rating. The outcome of this first vote is a shortlist of the candidates receiving the most number of votes (by category), who will then continue to the next step of the process.
 
This mechanism was introduced last year to test a scouting and networking process involving innovators, wherever they are and whoever they are. It is based on an open, horizontal and participated procedure.
 
The success of the first edition of the Award has established the validity of the idea behind the project.
 
A project with an open spirit. The Web community of eGovernment employees, in fact, has responded with a great deal of enthusiasm, casting thousands of votes and shortlisting a number of “different” finalists, with numerous outsiders.
 
The nomination process
 
Innovators in the public sector are those employees capable of introducing significant changes that can produce public value. Innovators are civil servant managers who introduce organizational and management change, optimize costs, implement new and more adequate services, become the drivers of performance improvement.
 
The key requirement for nomination is to be a civil servant.
 
The innovator nomination process is open to the entire Forum PA community. No anonymous nominations will be accepted, although confidentiality is guaranteed, and a short motivation must be provided for each nomination.
 
Community members may nominate more than one person for each Award category and may even nominate themselves.
 
The Award comprises five categories. The Jury will present the Award to one innovator for each of the categories, as follows:
  • breakthrough technology: for improving government services and/or enhancing the efficiency of critical processes
  • promoting savings: by drastically cutting back on government expenditure through organizational and management innovations
  • streamlining government: by innovating relations with the general public and businesses, and the provision of public services in general, also through the introduction of web instruments and technologies
  • healthcare: product/process innovation in the health sector
  • inclusion: the capacity to realize incisive and innovatory processes and services targeting the weaker segments of the population.
The winners of the Forum PA Protagonisti dell’Innovazione Award receive a symbolic prize.
 
Besides conducting a series of co-marketing activities, before and during the event, AlmavivA will also award a special prize to an innovator of its choice.
 
During the event it will only be possible to vote for the Protagonists of Innovation at our stand, where we will be hosting interviews and all public occasions in respect of the Award.
 
The “Colloqui a scena aperta” public interviews
 
Our exhibition space will also be the setting for the “Colloqui a scena aperta” public interviews.
The “Sala AlmavivA” – a transparent hall with 120 seats and a full videorecording program that feeds the programs of the Forum PA network – will host a series of public interviews on the relationship between the public institutions and society.
 
In 2008, the discussions saw the participation of Giuliano Amato, Letizia Moratti, Raffaele Lombardo, Antonio Catricalà. In 2009 too there will be a number of such interviews, during the four days of meetings, conferences and performances, which will play a central role in the program for the event. Many of the issues arising within the framework of the conferences will be further investigated here, representing an interesting opportunity for both the Forum PA participants and the media.
 
The periodical “Rivista italiana di comunicazione pubblica” will be posting the discussions, which will thus be available for reference in the Web.
