The customer
SIN, a 51% stake of which is held by AGEA (the Italian Rural Payments Agency), while the remaining 49% is owned by a grouping of businesses of which AlmavivA is the representative, is a public-sector organization, whose purpose (under Leg. Decree No. 99/2004) is to manage and develop the National Agricultural Information System - SIAN. The State Forestry Police (CFS) is one of the beneficiaries of the services provided by the SIAN, in accordance with Leg. Decree No. 143/1997, together with the Ministry of Agriculture and the Entities and Agencies subject to its supervision.
 
The challenge, solution and benefits
The Mountain Information System (www.simontagna.it), an intersectoral project for exchanging information between all the Entities operating in mountain areas, developed by AlmavivA, is the infrastructure through which the State Forestry Police provides its services to the public.
 
The CFS plays a key role in the protection of forest and mountain areas. It is responsible for prevention, control and law enforcement activities, with respect to any events – whether human or natural – capable of harming the environment, and the health and safety of the local inhabitants and of visitors/tourists (e.g., winter sports enthusiasts).
 
It carries out its protection and law enforcement duties in a number of sectors, such as the prevention of forest fires and pollution, the destruction of the environment and unauthorized building. It also controls hunting/poaching.
 
It interfaces with the public through the 1515 Environmental Emergency Helpline service, which is connected to a National Operations Centre and to 15 regional control centers, one in each ordinary region. The Emergency Control System procedure handles each incoming request through a series of stages (assignment to a competent squad, investigation process, closing.. ), locating the event, consulting the list of other situations under way and automatically preparing the printing of the requisite forms.
 
With regard to each emergency, the system automatically generates an "Event File" that is then compiled by the competent offices and which organizes the data in folders corresponding to the different operational stages (reporting, verification, causes, investigation, land registry details of the area concerned), including any spatial information (e.g., fire perimeter data) collected by means of remote surveying and ground GPS delimitation.
 
Moreover, the system also makes available to users various statistics relating to processed/published data, which data are also used by the CFS to produce the statistics posted in its institutional website at www.corpoforestale.it.
