AlmavivA will develop for Equitalia a solution for enhancing the efficiency of its tax collection process through the medium of application cooperation

The Client 

Equitalia is a publicly owned company and nationwide tax collection agency, whose institutional purpose is to help achieve fiscal fairness by improving collection effectiveness through the reduction of costs for the State and by streamlining relations with taxpayers.

The challenge

AlmavivA has already assisted Equitalia Servizi, the Equitalia Group company responsible for providing technological solutions for tax collection purposes, by developing services through which to interact with the applications featured in the Pubblic Connectivity and Cooperation System (SPC) , based on the application cooperation methods and procedures. The overall program of the activities carried out by AlmavivA features a number of worksites aimed at improving the digitization of and relations between Equitalia and the creditor entities. One of the key needs of Equitalia was to identify solutions for cutting back the use of paper for Collection-related documents, by launching digital/online services and spreading the use of user-friendly IT tools at the local authority offices.
 
The solution and its benefits
 
The vast amount of documents processed and transmitted requires the development of a service capable of replacing the current exchange of paper documents with electronic documents, ensuring and certifying the production and transmission phases/timeframes and ensuring the legal status of the digital documents.

AlmavivA has developed the “Frontespizio digitalesolution for the purpose of "dematerializing" the so-called “Frontespizio del ruolo”, which is a summary of the collection statements of each Creditor Entity, containing the list of debtors and the amounts due by each one, with a view to improving the associated management processes. Equitalia Servizi provides services to about 15,800 Entities, and handles relations with about 26,600 back offices.

Through the use of a personal PIN code, digital signatures, time stamping on the document, and certified emails, Equitalia can guarantee the authenticity of the Frontespizio document, giving each one a certain date and certifying the sending/receipt of the document by the Entity concerned, which then affixes its own “seal of approval” within the timeframe and according to the procedures provided for in the applicable regulations.
The solution also takes into account the currently applied customs/processes, to prevent any significant upsets to the workflow procedures used by the Entities themselves, who are, after all, the final users of the “Frontespizio digitale”.

The introduction of remote signing devices will prevent the installation of extra SW/HW on the users’ workstations, as a result of which the change will be experienced as a routine evolution and improvement of the “frontespizio” management process, allowing further cost savings.

Luciano Foti, ICT Services Manager at Equitalia Servizi, has commented the solution as follows: "The “Frontespizio Digitale” solution is an important step forward in the process of paper dematerialization, in accordance with the new Digital Government Code. Not only will it allow us to cut back on the costs for running the process, but will also ensure greater security and effectiveness, for the Entities concerned first and foremost, but for Equitalia too".
