This is the opinion of Alberto Tripi, President of Confindustria Servizi Innovativi e Tecnologici, highlighting the positive aspects of the Plan.
“At long last – Mr. Tripi said – there is talk of a concrete strategy for bringing into the public sector the principles, methods and instruments that are already widespread among private enterprises. One aspect I find particularly important is the Minister’s intention to overhaul production processes in the public sector to achieve efficiency and cost savings and, above all, to better satisfy the needs of both citizens and enterprises.
For a long time now Confindustria has been engaged in the struggle to overcome the stumbling blocks that prevent effective reform in the public sector and which slow down innovation in services and technology. The Industrial Plan – Mr. Tripi continued – sets out specific policies for acknowledging and rewarding merit among public-sector employees, within a framework capable of creating a “virtuous circle” and enhancing the accountability and credibility of the public administration.
To achieve this aim it is necessary to promote and establish meritocracy and excellence and new models of management in the public sector. A fundamental role can be played in this perspective by technology and innovatory services, which, besides measuring the satisfaction of the citizen as customer, may also ensure streamlined and transparent procedures and the interoperability of central and local government databases.
I particularly appreciate the Minister’s focus on the strategic role of government digitization.
By linking up the IT systems at all government levels we can achieve an “electronic one-stop-shop” for citizens and enterprises, thus completing the project we have been waiting for for so long.
Equally significant – Mr. Tripi concludes – are the Government’s proposal to set up a policy guidance committee to supervise the e-Government development process and the guidelines for overhauling the objectives of the Bodies responsible for implementing reform in and improving the efficiency of the Public Administration.
The member enterprises of Confindustria are ready to support these efforts and provide a constructive contribution to the implementation of the Industrial Plan”.
