Digital PA: the framework contract for portals, apps and online services gets under way

With the signing of the contract between the temporary association of companies (comprising AlmavivA, Almawave, Indra and PwC) and Consip, for a value of 450 million Euro in 5 years, the digitalisation process of the PAs accelerates

Rome, 8th August 2017 – The framework contract relative to the Public Connectivity System (PCS) Cloud Batch 4 was signed between the temporary association of companies, comprising AlmavivA (the Principal), Almawave, Indra and PwC, and Consip. The aim is to create portals and online services for a value of 450 million Euro in 5 years.

The new project puts into effect the country’s digital transition: the development of Web applications and sites transforms and simplifies communication between citizens, companies and public administration bodies through innovative enabling services, supplied according to a community cloud model and usable also through mobile tools thanks their mobile first design and the development of dedicated apps.

The combination of the objectives envisaged in Batch 4 and Batch 3, the latter dedicated to interoperability, Open Data and Big Data and assigned to the same temporary association of companies, favours the implementation of the digital agenda and the attainment of the institutional objectives of public administrations, according to the guidelines defined by AgID and in accordance with the Europe 2020 strategy.

The Public Connectivity System is a national framework that defines the technological infrastructures, rules and instruments for the digitalisation of the central and local public administration, ensuring the interoperability and coordination of the information systems. It proposes the development of citizen-oriented digital services, rationalising the time and costs involved thanks to speedier and more efficient procedures.

In this context, the adhesion to framework contracts guarantees high quality standards and savings deriving from the reduction in the unit costs for services and in the administrative costs for tenders of the individual PAs, which are no longer necessary.

Moreover, the PCS can effectively contribute to the implementation of the objectives linked to operational programmes funded by the European Union, by proposing instruments and solutions on which to base the development of projects.
